Ask for contacts with past buyers and also check to see they are real. Ask to see paperwork for vet checks, vaccinations, registrations and micro chipping before buying. It can be difficult when you have received a cute picture in the email and want to proceed, but try to put emotion aside and think about the dog you are purchasing, If the seller is unwilling or unable to provide paperwork or contact you, then unfortunately you must consider their general honesty.
