Our dalmation has a problem when we walk him, he pulls you along and although fine on his own when off the lead, if children of scared adults are around he wil;l circle them and bark, until I canm grab hold of him, HELP

Not having all the info on your dog, I would fit a good head collar, like Gentle Leader - or Black Dog Halter - which will assist with calming the dog, reduce or even stops the pulling and also reduce some of the underlying issues like dominance and anxiety. This will make the dog overall more manageable in the street, when meeting other dogs and assist with eventual off leash work as well, as the dog better understands the role in the pack. Let him off in controlled environments only - and for time being use a long leash so he is still 'controlled'. He desires to do his own thing. The circling and possible rounding up is part this control drive. Dalmatians do these things and until issue is resolved I would not have him off leash. Things may get worse if not addressed. Seek assistance of a good trainer as required.
