Jealous Barking 2 year old!

I have 2 dogs, one is a pure bred staffy (12 months) and one is a staffy cross with not sure what - she is 2 years old. Whenever the 2 year old sees another dog chasing a ball she will run to its side and bark constantly at it. She does not listen when i call her at these times. She also does this barking when the younger one tries to play with other dogs. She never bites but becasue she barks so much, other dogowners get distressed by it. Once she is on a barking spress thereis no stopping her! Even the little one tries to pullher away with no luck!

Dogs use barking as part of their communication - which is what this about. She would like to join in - and possibly take the ball - and the lead. I would desensitize her to it using a ball that is being thrown and she would like to chase. If a reprimand does not stop the bark, use a water spray to stop the barking or similar approach. If persists, do seek advice as this will not stop by itself.
