Dog won't go to the toilet outside

Unless I carry him down the stairs and place him on the ground where I want him to go, is there a training method I can use to get him to do this, he has now started peeing and pooping inside the house in the middle of the night (even though I take him last thing before we go to bed)

Not having the age of the dog makes it a little harder. Also it sounds like puppy needs to learn to walk the stairs - not running nor carrying! (teach on leash using rewards to advance it). Make the toileting area downstairs really fun, plenty of rewards, so the dog has positive association with the area. Consider change of food intake to minimise output during the night. This may mean more food in morning than at night, enough water to not be thirsty, but not bucket loads. If an adult dog, all these things apply as well, but there may also be some dominance issues - and that is a whole new ball game!
