Male Rottweiler peeing on people

My 1yo male Rottweiler has peed on a behaviourist, my husband, my female dog and my 6yo daughter. I 'punish' him by saying no and putting him in his outside enclosure but I am at a loss as to how to stop him from peeing on other people. Is he doing this because he believes he is above them in the 'pack'?

You have a juvenile that is trying to make his mark ? like he does on trees etc. Be cautious to not turn outside enclosure in to a negative space by using it as a sin bin. This could turn to barking or other issues. If happens inside, teach dog to relief himself prior to coming in. If happens outside, reprimand and remove yourself. But the underlying issue of wrong perception in the pack needs to be addressed to really solve this.
