Swollen pad Vet no idea why

Border terrier has swollen front pad for a week and not getting better or worse. It's very sore and vet got no idea and nothing on x-ray. He doesn't chew it but when no pain killers won't hardly put it down.

This is a tricky one. I think you should look at getting a second opinion. X-rays only really show up bones etc, if there is something going on to do with blood vessels or similar it will not show up on the xray. Sorry to not be much help!
