Puppy won't walk on the lead, Sydney (NSW)

I have a 5 month old Maltese x shitzu and he refuses to walk on the lead. He will do it without any hassles in our own backyardr but as soon as he is anywhere else he will resist. He will roll on his back and try to make sure i cannot take him. I tried taking some treats to encourage him to walk up to it, but when he realised what i was doing he didn't even care about the treat. Not sure what to do?

I have a feeling it may be something in the 'outside' world which is spooking him. Can you try putting him in the car, driving a short distance, and then see if he will walk? Could it be something to do with the texture of the grass / concert? Maybe he once got a bindi. Possibly there is a larger dog near your home who scares him? Little puppy minds are very impressionable, it could very easily be something along these lines.
